The German Sparkassenstiftung Apprenticeship And East African Youth

German Sparkassenstiftung East Africa: Youth across East Africa face a common challenge: access to practical skills, decent jobs, and sustainable economic opportunities. As economies grow and evolve, young people need more than academic knowledge—they need hands-on experience, financial skills, and exposure to real-world work environments. This is where the German Sparkassenstiftung Apprenticeship Program and its wider initiatives play a transformative role.

Through long-term partnerships, vocational training, and financial education, the German Sparkassenstiftung Eastern Africa (DSIK) has become a key driver of empowerment for East African youth to participate meaningfully in their local economies.

What Is German Sparkassenstiftung Eastern Africa?

German Sparkassenstiftung Eastern Africa operates under the umbrella of the German Sparkassenstiftung Head Office in Bonn, Germany. Drawing on the expertise of the German Sparkassen Finance Group, DSIK serves as a trusted consultant and development partner to the microfinance sector in Eastern Africa.
Its mission is clear: to strengthen financial institutions, expand vocational and financial education, and improve economic opportunities—especially for young people and vulnerable communities. By supporting institutions in becoming professional and self-sustaining, DSIK indirectly creates more inclusive access to finance, training, and employment.

Regional Presence and Local Impact

DSIK maintains offices across the region, including Burundi, Ethiopia, Kenya, Rwanda, Tanzania, and Uganda, with its regional office based in Kigali, Rwanda. This strong regional presence allows the organization to adapt its programs to local needs while maintaining a shared vision for sustainable development.
Since 2009, DSIK has supported the institutional strengthening of the microfinance sector, initially in Rwanda and later expanding to Burundi, Tanzania, and beyond. Over time, these efforts evolved from isolated interventions into holistic development programs that combine vocational training, financial education, and institutional capacity building.

Vocational Training and Apprenticeships for Youth

A major pillar of DSIK’s work is vocational and commercial education, which directly benefits young people seeking employable skills. The apprenticeship-style approach focuses on practical learning, workplace exposure, and financial literacy—skills that are often missing in traditional education systems.
By training staff and managers of Microfinance Institutions (MFIs) and Savings and Credit Cooperatives (SACCOs), DSIK ensures that youth entering these sectors encounter professional, well-managed institutions. In turn, this creates safer, more reliable pathways for young entrepreneurs and employees to grow.
For youth, this means:
  • Better access to financial education
  • Practical exposure to the microfinance and cooperative sectors
  • Skills that improve employability and entrepreneurship
  • Greater confidence in managing money and businesses

 

Evolution into Regional Development Programs

In 2014, DSIK consolidated its initiatives into a regional project funded by the German Federal Ministry for Economic Cooperation and Development (BMZ), focusing on strengthening vocational training and microfinance. As the sector matured, youth and partner institutions required more advanced, integrated support. By 2019, projects were reorganized into two major regional programs:
  • Vocational and Commercial Education for the Microfinance Sector in Eastern Africa
  • Rural Development through Institutional Strengthening of the Microfinance Sector
These were later merged in 2023 into a single regional initiative titled “Sustainable Transformation of the Financial Sector in Eastern Africa.” This project emphasizes not only economic growth, but also socio-ecological transformation, with a strong focus on rural youth development.

Country-Specific Projects Supporting Young Entrepreneurs

  • Beyond regional programs, DSIK implements country-specific projects that directly support youth, women, and small-scale entrepreneurs.
  • In Burundi, projects have focused on financial inclusion, agricultural entrepreneurship, and access to microcredit. Initiatives such as savings training for households and business skills development for women in informal trade have helped young people formalize their activities and connect to the financial system.
  • In Rwanda, DSIK works closely with local partners, such as RICEM, and international donors, such as Enabel. These projects support youth and women-led start-ups through Business Development Services (BDS), including training, coaching, and mentoring in entrepreneurship, access to finance, and market linkages.
  • In Uganda and Ethiopia, youth and vulnerable groups have benefited from entrepreneurship training, financial literacy programs, and micro-business simulation tools. These hands-on learning approaches are particularly effective for young people, as they turn theory into practice.

Promoting Inclusion, Research, and Policy Impact

  • DSIK’s contribution goes beyond training. In Tanzania, the organization conducted research on mobile money taxation and its effects on Micro and Small Enterprises (MSEs). The findings, published in 2024, provided policymakers with evidence-based recommendations, helping balance taxation with financial inclusion—an issue that directly affects young entrepreneurs.
  • Similarly, projects supporting returning victims of human trafficking in the Horn of Africa equipped participants with business and financial skills, enabling them to rebuild their lives with dignity and independence.
