Australian Government Apprenticeship Program: A Career Pathway to Graduates

The Australian Government Apprenticeship Program (AGAP) is a flagship entry-level initiative coordinated by the Department of Employment and Workplace Relations (DEWR) on behalf of the Australian Public Service (APS). It offers a structured, 12-month, full-time, paid opportunity for individuals looking to launch, pivot, or restart their careers in the public sector. Participants gain hands-on experience in government operations while studying towards a Diploma of Government, all while earning a competitive salary from day one.
This program stands out as an accessible pathway into the APS, welcoming people from diverse backgrounds—no prior public service experience is needed. It’s particularly suited for career changers, those re-entering the workforce, or anyone eager to contribute to meaningful government work across policy, administration, and corporate services.

The Profile of the Apprenticeship and Benefits

The Australian Government Apprenticeship Program provides full-time employment classified at the APS 3 level, with a clear progression path:
  • Duration: 12 months of structured employment and learning.
  • Salary: Competitive starting range of $71,255 – $85,923 (APS 3 classification) plus superannuation (typically 15.4% or current rate).
  • Permanent Transition: Successful completion results in a permanent APS 4 role, providing long-term job security and career growth within the APS.
  • Training and Development:
    • Study for a Diploma of Government (earn while you learn).
    • Comprehensive Learning and Development Program with on-the-job training.
    • Rotational placements or varied roles to explore different government functions.
    • Mentorship, coaching, peer support, and flexible arrangements to balance work and study.
  • Work Areas: Primarily in Corporate Services, such as:
    • Administration (e.g., document management, customer service, office support).
    • Project Support (e.g., planning, coordination, and task assistance).
    • General operational support across departments.
  • Locations: Mainly Canberra (ACT), with opportunities in Adelaide (SA), Brisbane (QLD), Darwin (NT), Hobart (TAS), Melbourne (VIC), and Sydney (NSW). Work arrangements can be on-site, remote, or hybrid, depending on the role and agency.
Participants work alongside dedicated teams, build essential public sector skills, and contribute to real government priorities. It is a great opportunity for individuals to learn, acquire skills, and become employable, either individually or through employment.

Selection Qualifications

The program is inclusive and focuses on potential rather than strict prerequisites. To apply, you must:
  • Be an Australian citizen at the time of application.
  • Be willing to undergo required checks (police, character, health, or others).
  • Be able to obtain and maintain a valid Australian Government security clearance (details via the Australian Government Security Vetting Agency – agsva.gov.au).
  • Be prepared to undertake the comprehensive Learning and Development Program (including Diploma studies).
  • Not have completed a Diploma in Government (or equivalent) in the most recent two years (in some cycles).
Key skills sought (most or all):
  • Effective communication.
  • Building productive working relationships.
  • Growth mindset and personal drive.
  • Integrity and ethical behaviour.
  • Critical thinking and problem-solving.
  • Learning agility and adaptability.
No specific age, prior qualifications, or experience barriers are imposed—it’s open to school leavers, career switchers, and return-to-work individuals. It is an effective mechanism for accommodating those who are ready to learn and give back to the community.

The Available Stakeholders

Opportunities span multiple departments, including:
  • Department of Agriculture, Fisheries and Forestry.
  • Department of Climate Change, Energy, the Environment and Water.
  • Department of Education.
  • Department of Employment and Workplace Relations (coordinating agency).
  • Department of Health and Aged Care.
  • National Health Funding Body.
  • And others across the APS.
  • You apply once and may be considered for roles in various agencies.

The Application Procedures

The process is straightforward and merit-based:
  1. Submit Interest/Application: Online via the APS Jobs portal or DEWR recruitment system (include resume and proof of Australian citizenship).
  2. Skills Assessment: Complete an online exercise simulating real work scenarios (e.g., Situational Skills Assessment).
  3. Panel Interview: Virtual interview with a selection panel.
  4. Outcome: Successful applicants receive offers; others may enter a merit pool for future vacancies.
Applications are coordinated centrally—apply once to be considered across participating agencies.
Current Status (as of early 2026): Recent cycles (e.g., 2026 intake) had applications open in prior months, with some assessments in September 2025. For the 2027-28 program, expressions of interest are now open. Register for updates and submit interest via the official portal.
